The Mobile Connection Hub, delivered by Community College Northern Inland Incorporated, was funded through the Australian Government's Local Jobs Program National Priority Fund to tackle one of the biggest barriers to employment in remote parts of the Moree Plains Shire: lack of reliable digital access.

Vehicle-mounted connectivity

The project used a vehicle-mounted Starlink satellite service to take secure, free internet access directly into remote communities, farms, businesses and local events, making it easier for residents to connect with education, employment services, online business systems and job opportunities.

Digital literacy and training

Alongside connectivity, the Hub provided personalised digital literacy support and funded digital skills training, helping people build the language, literacy, numeracy, digital and employability capabilities needed to participate in the modern workforce.

A place-based service

Community College Northern Inland described the project as a way to ensure that "living and working in a rural community" does not limit access to jobs, education or new technology. The role design confirms it was built to travel throughout the Moree Shire Plains district, engage diverse communities, coordinate training activities, and build long-term relationships with government, non-government and support agencies.

In practical terms, the project created a mobile, place-based service model that addressed digital exclusion at the local level while supporting broader socio-economic participation across the region.
